Governance is where House Pool unit holders propose and vote on changes to a small set of system parameters. This article covers who can propose and vote, how a vote is weighted, and which parameters are currently open to a vote.
Who can propose and vote
You need to hold House Pool units to take part. Creating a proposal requires holding at least 1% of total units at the time you create it; casting a For or Against vote is open to any unit holder, one vote per account per proposal. Your voting weight is fixed once, at the snapshot taken when the proposal was created — if your unit holdings change afterward, your weight for that proposal stays as it was at the snapshot.
Parameters open to a vote
Right now, governance only covers feature-unlock costs: the blog post unlock cost (5 QXC by default) and the specialised service unlock cost (20 QXC by default). No other system parameter is open to a vote yet.
A proposal's lifecycle
A proposal stays open to voting for 72 hours. It needs at least 33% of eligible units to vote at all (quorum), and over half of the votes cast must be For for it to pass. A passed proposal then enters a 48-hour waiting period before it takes effect — during that window, an administrator can still block it, with a recorded reason.
